The digital transformation of the Public Administration involves solid, scalable and secure infrastructures. It is from this concrete need that the partnership between Maggioli Group And CloudFire, two Italian companies that have put a common factor Strategic Skills to offer reliable and regulatory compliant digital services to public bodies in SaaS mode.
Overview: Secure and scalable cloud for the Public Administration
Who is Maggioli S.p.a?
Maggioli S.p.a. is a Family Company at the head of a group of companies operating in Europe and Latin America. In more than 100 years of activity, it has built and developed excellent skills and solutions dedicated to public administration, healthcare, companies and freelancers, encouraging their digital transformation.

Through growth strategies, including through M&A and internationalization, it has extended its impact to new markets, offering cross-cutting solutions to public authorities, businesses and professionals. The offer includes software management, consulting, digitalization, training (with Maggioli Academy), specialized publishing and European projects in the field of R&D.
At the same time, Maggioli promotes a concrete commitment to sustainability, inclusion and social responsibility, adopting certified management systems and ESG policies to support ethical and lasting development.
CloudFire and Maggioli: a strategic collaboration
Since 2023, the partnership between CloudFire And Maggioli represents a winning model of collaboration, uniting theMaggioli's experience in developing applications for the Public Administration With the Purview And theCloudFire's reliability in managing cloud infrastructure.
Thanks to this synergy, Italian public bodies can access applications in SaaS (Software as a Service) mode, benefiting from efficiency, scalability and maximum security for their data. The first project born from this collaboration is Sicraweb EVO, the application developed by Maggioli and now delivered in as-a-service mode even on the most important regional datacenters of reference, thanks to the cloud architecture designed with the collaboration of CloudFire, paving the way for new opportunities for the future.
Business Challenge
The Sicraweb Evo case
Let's go into detail. Maggioli S.p.A. provides the Sicraweb Evo service to Public Administration Bodies on Italian territory in SaaS (Software as a Service) mode using the most modern Cloud technologies. The software of the EVO Suite was created to provide all the tools necessary for different bodies (municipalities, regions, etc.) to manage the practices of the various areas. They are structured in a series of modules that are highly integrated with each other to ensure maximum productivity and efficiency on the services provided by the Local Authority.
CloudFire is part of the project as a specialized partner whose goals, from the beginning, turn out to be:
- Design of the on-premise SaaS solution in those environments where it is not possible to use hyperscaler due to regulatory or other constraints;
- Design and maintenance of Cloud Native environments based on Rancher;
- Creation of the deployment platform and maintenance of the entire solution in fully automated mode;
- Monitoring and maintenance of environments after activation.
The Technological Challenges
To meet the need to provide the Sicraweb EVO service, not only on the main Public Clouds, but also on on-premise infrastructures (e.g. regional datacenters), aevolution of the entire method of deploying the solution.
The main challenges faced included:
- Adaptation of the Rancher environment to support the different evolutionary phases of the application, ensuring operational continuity;
- Evolution towards new Cloud Native paradigms, exploiting infrastructure to improve automation and service continuity.
- Standardize the deployment of Sicraweb Evo on on-premise SaaS environments and on hyperscaler, reducing costs, downtime and dependencies on the underlying infrastructure.
- Standardize tools to simplify the work of Maggioli's cloud team, reducing the need for specific skills for each entity and improving overall efficiency.
Taking into account the challenges, the implementation phases were as follows:
- Analysis and planning (4 months): evolutionary analysis and definition of the scenarios to be implemented;
- Development and optimization (8 months): creation of the Production Grade version of automation, allowing a small team to manage dozens of infrastructures.
- Technological choices for the project: to ensure a scalable, easy-to-manage and cost-optimized architecture, CloudFire has adopted specific solutions:
- GitOps methodology → infrastructure management as code (IaC) through Git;
- Rancher → the collaboration with SUSE to abstract the underlying architectures and provide a single layer based on Kubernetes RKE2 and Longhorn;
- CloudNative PG → use of the CNPG operator for PostgreSQL in environments without DBaaS;
- Terraform & Ansible → DevOps tools to automate deployment on VMware and Proxmox infrastructures;
- Bastion → secure access to infrastructures not directly exposed to the Internet;
- Kasten K10 → Kubernetes backup and disaster recovery on compatible S3 storage.
The results obtained
At the time of writing this Case Study (March 2025), 8 projects were carried out in 4 datacenters where the solution described for the delivery of the EVO Suite was implemented. These are multi-environment installations (Development, Testing, Production, possible Disaster Recovery) for a total of about 6 Million Citizens Served.
- 8 On-premise SaaS infrastructures for the delivery of Sicraweb Evo;
- 18 environments which translate into 18 Kubernetes RKE2 clusters;
- 1900 vCPUs and 6800GB total RAM;
- 170 Kubernetes RKE2 nodes;
- 25 Postgresql databases;
- 160 institutions served.
As of today, each of the 8 SaaS infrastructures is able to provide services to Customers even during partial failures of the individual infrastructure thanks to the automation and resilience mechanisms implemented by CloudFire. In addition, Sicraweb Evo is able to integrate with external infrastructures available on networks without internet access, thus ensuring greater intrinsic security of the systems.
A technological synergy for reliable SaaS services at the service of institutions and citizens looking to the future
The success of the first phase laid the foundations for the extension of the collaboration to other Maggioli applications besides Sicraweb EVO, such as ICARO Evo, dedicated to the management of social assistance services. The strength of the project lies in the abstraction of the infrastructure and in the portability of the application layer, which allows the scalable and replicable delivery of the service, regardless of the underlying environment.
The processes are continuously refined with the implementation of new functionalities, with the support of new technologies and centralized monitoring systems and infrastructure access audit logs to always guarantee maximum efficiency, quality and security of the service provided.
A possible result thanks also to full integration between teams and an approach oriented to continuous evolution, where each new project is an opportunity to refine processes, introduce technologies and improve the quality of the service provided to the Public Administration.
